That's not how they work.
The technical term for them is Enhanced Radiation Weapon, because they produce much more radiation than a normal bomb the same size. The bomb that kills people and leaves intact infrastructure you can walk into the next day is a myth.
The closest would be a salted weapon that produces a large amount of short duration fallout so that the area can be reinhabited in months or years.
The high neutron flux from an ERW will cause everything in range to become radioactive, not merely contaminated, but will make the materials themselves radioactive.
The tank crew will be killed by the radiation even though the tank survives the blast, but the steel in the tank itself will be activated by the neutron flux and it will be radioactive enough to kill the crew that tries to replace them too.

Non ionizing radiation is light and radio waves. If they are intense enough to kill, they will destroy whatever is around too, just like a conventional explosive. There is no such thing as non ionizing neutron radiation.

When pressure went to zero you would see like these white ghosts shooting out of the end of the flexible wave tube. In that article you posted, it said gamma and neutrons were 40%. I thought that it was supposed to be closer to 90%. or something. I know most of that article means nothing to you because it's really EE theory; but if it was closer to 100% gamma waves and neutrons then it would do what I always thought - kill everyone and leave the structures alone.

What you are thinking of sounds more like an explosively pumped flux compression generator, i.e. and EMP device that would kill the electronics and keep the people.

Gamma is technically any EM radiation generated by a nuclear (as opposed to electronic) transition in an atom, but in common use it means EM of higher frequency than X-ray. So it is *very* ionizing. In order to he harmful to an organizism non-ionizing radiation (visible light and lower frequencies) needs to have a laser like intensify, and it will have a similar effect on any material that it does to a human. A 10KW CO2 laser in the far infrared will go through a block of steel as fast as it will your arm, any non-ionizing radiation of an intensity high enough to do more than blind will do the same.

I think military pieces assets and units are quietly being positioned. I'm trying to read between the lines on what people are saying. Just 2 days ago a general said to expect the next war to be much broader and involved than what we have grown used to fighting the war on radical Islamic terrorists.
Trump just said that the people he trusts most in DC are military members and generals because he knows they are loyal. And the, he promotes a general to chief of staff.
I think it was just general Mattie this week who is reviewing and stopping all in necessary training that doesn't directly relate to war fighting and capabilities.

Taken individually there are many non descript comments being made that by themselves don't seem to really indicate much. But if you take the sum of the parts and observe what is being said together by many people and put in context to NK I think the message is becoming more clear. That conflict is a very real possibility.
Trump has already made his statements on record that he doesn't want a nuclear capable NK multiple times. Does he still believe it or will be go back on it? If he believes it I'm sure he is getting daily briefings saying the window to do something is quickly closing.

I guess it's for the best - I later found out living in the South was beyond horrible. I would have been miserable around all those baptist rednecks.
While I would love to see USA use weapons that allow South Korea to recover the areas that are attacked in NK; I guess it's not the end of the world if they can't. I feel the opposite about Iran though. Persia holds some of the world's oldest civilizations; and it really bothers me that ISIS has just been wantonly destroying ancient apocrypha and artifacts. I don't feel we should do that. So maybe with Iran you just melt the nuclear sites and then roll in with a huge UN force and take out the regime and then let the people vote.
