Perot didn't win nearly 20% of the popular vote without having a major impact on the election results. I'm familiar with the argument you've suggested regarding electorals, but haven't seen any real data that truly supports that theory. One thing is without question, Perot's candidacy taught most Republicans to think long and hard before ever voting for another 3rd party candidate, Dem defections aren't anywhere near as prevalent come election day.
