say what you will about Dicks Sporting Goods... but they run some very good sales on the Remington 700 ADL Varmint and Savage 11VT rifles.... I own both models and they are incredible heavy barrel rigs. With handloads, both were subMOA rifles.

reloading would be a wise choice. Lee reloading tools are really good for beginners and won't break the bank. Good project for you and grandpa if he's into that sort of stuff

This is a savage, non accu-trigger, model 11 that has been re-barrelled to an 18.5 heavy barrel.
barrel has been threaded with 5/8x24 pitch for standard 308 brakes.
Shoots excellent, and was planning on getting into 243 reloading, but that plan didn't happen.
glass is a Nikon M223 4-12 in...
A used Saiga rifle is still good value in the 600ish range.... I wouldn't pay above that, but if you can find one, you'll love it

I have the 223 and 7.62x39 models. Great rifles, but only a value a the old prices. I would never spend more than 550-600 on one, and they seem to be asking a lot more these days.
