I think your selling yourself short on the Garand. What is the date stamp on the barrel. Look up the serial number and it will give you a build date, that along with the barrel date will tell you if the rifle has been re-armored.

It's not a matter of all states accepting a NY or Utah permit. As long as you legally own the pistol, you can travel through any state as long as it is locked up. If I am not mistaken, no other state accepts a NY permit.
Back in the 70's when I got my permit, everything was handled through your local police department. Took 3 months to get my permit. Amendments ran about 2 weeks.
After you re-certify online, you can go back to the website and check the status of your recert. If accepted, you will get a receipt that you can print out. I don't know what happens when you recert by paper.
I will bet that the average permit holder does not have the resources to follow up as you did. Lawyers don't come cheap as everyone knows. These jurisdictions know this and they think that they don't have to answer to anyone. Glad you got your guns back.
