I had an FFL tell me that applying for a UPIN has a 5 year wait now for a call back. Don’t know the guy that well so he may be full of shit. I’d find another buyer.
I had this happen once and it ended up being the buffer tube was out of spec. It wasn’t deep enough to let the bolt go back enough. I compared it to another one and it was way off. It wasn’t the outer length but the inner like they didn’t machine it deep enough.
They can be on there pretty tight, especially if they got sloppy with the thread locker. Hold the sight firm wrapped in a rag and give the base a good whack with a nylon hammer or screw driver handle.

I would recommend 243 Winchester for ammo availability and selection unless he likes doing his own hand loading.

#2 is a J Manton black powder flintlock shotgun that’s been converted to percussion. Should have Damascus barrels but I can’t tell from pics. Missing the ramrod lol!
