The permit is a NYS permit, not a county permit. The state has special instructions for people with a permit who live out of state that need to recertify

You can keep your NY permit if you move out of state. My Son moved to Nebraska and was able to keep it. He also re-certified after he moved.

If your friend has the NYC premise permit and his guns are added at the time of application in Orange, he just needs to pick them up in NYC using a lock box to transport out of the city. I wouldnt think that an FFL is needed. He just can't transport them until he gets his Orange permit.
